The D2.1-D2.2 report describes the outcomes of an inventory of the CBRN training needs of First Responders and the available CBRN training in the European Union. This work was performed as part of the work package 2 efforts of the EU MELODY project. The EU MELODY project started in September 2018 and ended in December 202, and was funded by the Internal Security Fund (Grant Agreement n°814803). The MELODY project aims to develop a harmonised CBRN training curriculum for first responders across the European Union. The initial efforts focused on performing an assessment of both the CBRN training needs as well as the already available CBRN training at both a national level and on a European level.

D5.1 will give you the overview of the curriculum and all the learning materials available (e-learners, PPT, TTX, scenarios, cardgame, trainer manual,…). The harmonized MELODY training curriculum has been developed with the aim to be delivered within European member states to increase the level of CBRN awareness of first responders, train them how to stay safe and which specialist (team) to call. This will require implementation in a national setting for which the training materials will need to be translated to national language concerned, since in most countries first responders will not feel sufficiently comfortable to be trained in English. In addition, as has been highlighted in Chapter 3, training materials will need to be adapted by including national examples of CBRN incidents and national procedures in case these divert from the MELODY procedures.

Le rapport D2.1-D2.2 décrit les résultats d'un inventaire des besoins en formation NRBC des primo-intervenants et des formations NRBC disponibles dans l'Union européenne. Ce travail a été réalisé dans le cadre des efforts du lot de tâches 2 du projet européen MELODY. Le projet MELODY, financé par le Fonds pour la sécurité intérieure (Grant Agreement n°814803) a débuté en septembre 2018 et s’est terminé en décembre 2022. Le projet MELODY vise à développer un programme de formation NRBC harmonisé pour les primo-intervenants à travers l'Union européenne. Les efforts initiaux se sont concentrés sur la réalisation d'une évaluation des besoins de formation ainsi que l’inventaire des formations déjà disponibles au niveau national et européen.

Le D5.1 vous donnera une vue d'ensemble du programme et de tout le matériel de formation disponible (online learning, PPT, TTX, scénarios, jeu de cartes, manuel du formateur...). Le programme de formation harmonisé MELODY a été développé dans le but d'être utilisé dans les Etats membres européens afin d'améliorer le niveau des connaissances NRBC des primo-intervenants, de les former à intervenir en sécurité et de leur indiquer les processus de communication avec les équipes spécialisées. Cela nécessitera une mise en œuvre dans un cadre national pour lequel les supports de formation devront être traduits dans la langue nationale concernée, car dans la plupart des pays, les primo-intervenants ne se sentiront pas suffisamment à l'aise pour être formés en anglais. En outre, comme cela a été souligné au chapitre 3, les supports de formation devront être adaptés en incluant des exemples nationaux d'incidents NRBC et de procédures nationales au cas où celles-ci ne correspondraient pas aux procédures développées dans le cadre du projet MELODY.
