Technical Assistance projects for Disaster Risk Management
As part of its commitment to building resilience to disasters, the European Union, through DG ECHO, launched a new call for projects for technical assistance in disaster risk management (Track 1) in 2024. This programme aims to support national authorities in the development of strategies, tools and plans for better crisis anticipation and response.
On 18 March 2025, a meeting was held in Brussels with the coordinators of the 12 selected projects, covering 11 countries of the EU Civil Protection Mechanism (UCPM). Key points of the programme : The program provides strategic funding for preparatory or structuring activities such as feasibility studies, planning, public policies and investment mobilization. Out of 21 applications, 12 projects were selected with an overall budget of 5.4 million euro. The projects are divided into three main thematic axes :
- Data, information management and risk analysis :
3IDRM (Germany) : centralizes 20 years of disaster data and provides recommendations for empowering vulnerable groups in national disaster risk management.
DLD-LV-2 (Latvia) : prepares a national database on disaster losses in Latvia.
WEDS (Czech Republic) : focuses on forest fire management and early detection.
SMarAI (Spain) : develops an AI platform for maritime safety response capabilities in the event of disasters.
- Preparedness, coordination and crisis management :
SCENEX-B (Denmark) : creates a scenario bank for preparation exercises.
RESIL-POL (Poland) : develops communication strategies and trains institutions in crisis management
I-SIVAC (France) : improves a system for identifying and tracking victims of attacks and disasters.
SCOR-DRM (Romania) : strengthens response capabilities and harmonizes procedures for emergency situations.
MPC MNE (Montenegro) : sets priorities for disaster prevention and preparedness.
- Public awareness, education and community resilience :
THEMIS (Greece) : targets the tourism sector with risk awareness campaigns.
VOLCANO (Spain) : uses lessons from the eruption of La Palma to form local communities.
INVEST for DRM (Croatia) : focus on innovation and ecological transition to strengthen prevention.
These new technical assistance projects illustrate the UCPM’s concrete commitment to building member states' capacities to deal with disaster risks. By investing in strategic planning, technology tools, training and awareness raising, the EU is helping to build a more resilient, interconnected and proactive space. These initiatives are fully part of a long-term vision to adapt to growing environmental and societal challenges.
